Congress President Mallikarjun Kharge has written a letter to PM Modi on Tuesday. It has been asked to start the process of election of Deputy Speaker (Vice President) of Lok Sabha.
Kharge wrote in the letter-
For the first time in the history of independent India, this post has been vacant for two consecutive Lok Sabha tenures. No vice president was elected during the 17th Lok Sabha. This worrying example continues in the current 18 Lok Sabha. This is not auspicious sign for India’s democratic politics and violates the provisions of the Constitution.
There have been 14 deputy speakers in the country so far. History has been that the post of deputy speaker should be given to the opposition. So that balance and fairness in Parliament will remain. However, this is not a constitutional obligation.
Thumbidurai of AIADMK, who was involved in the NDA in the 16th Lok Sabha (2014), was given the post. Whereas in the 17th Lok Sabha (2019), no one was made deputy speaker. No one has been made deputy speaker even in the 18th Lok Sabha (2024).
Kharge wrote- Deputy speakers should be held without delay
Kharge wrote- I am writing to draw your attention to the existing extremely worrying case regarding the vacancy of the post of Deputy Speaker in the Lok Sabha. Article 93 of the Indian Constitution provides for the election of both the Speaker and the Vice President of the Lok Sabha. Constitutionally, the Vice President is the second largest presiding officer in the House after the Chairman.
He wrote that keeping in mind the earlier things and keeping in mind the respected traditions of the House and the democratic values of our Parliament, I request you to start the process of election of Deputy Speaker of the Lok Sabha without any delay.
What is the job of deputy speaker …
- Chaired by House: When the speaker is absent, the deputy speaker presides over the Lok Sabha meetings. He ensures the action running smoothly, maintaining the system and following the rules.
- Voting and decisions: The deputy speaker monitors the voting process and if the vote is equal to the decisive vote (casting vote).
- Arrangement of House: He maintains discipline in the House, resolves disputes between members and can take action against the members who violate the rules.
- Role in Committee: Deputy speakers are often involved in parliamentary committees and may lead some committees.
- Duties of speaker: If the speaker’s post is vacant, the deputy speaker performs the duties of the speaker until the new speaker is appointed.
- Coordination with members: He listens to the suggestions and complaints of Lok Sabha members and helps to keep the proceedings transparent and fair.
