Both parties have their arguments on delay in election
Manish Doshi, spokesperson of the Gujarat unit of Congress, said that the elections had been staying for almost two years. The Congress has been demanding elections for a long time, as the ruling BJP had taken away the power of the people by appointing the administrator after the term of these panchayats ended.
Gujarat BJP spokesperson Yagyesh Dave denied the Congress’s allegation that the ruling party is behind the delay in holding rural body elections. He argued that the election was delayed because the Election Commission had to complete the important task of calculating the OBC population in each ward with the objective of implementing the approved 27 per cent reservation of the state government. The Congress is only spreading wrong information among the public. If the elections had been announced earlier, it would have alleged that the BJP had held a hasty election to deprive OBCs of their rights.
Panchayati Raj came into force in 1993 across the country
After independence, on 2 October 1959, the then Prime Minister Jawaharlal Nehru formally established the Panchayati Raj in Nagaur, Rajasthan. A committee was formed to strengthen the Panchayati Raj system in India. It was headed by former Gujarat Chief Minister Balwantrai Mehta. This committee had given some suggestions which were implemented.
During this time, Panchayati Raj could never be nationwide. The 74th Constitution was amended in 1979. After this constitution amendment, Panchayati Raj came into force in the entire country in 1993. A similar law came into force throughout the country regarding Panchayati Raj.
