Peter Navaro’s brain behind Donald Trump’s tariff plan.

American President Donald Trump promised to implement the tariff plan globally while contesting the election. Which was completed by Trump and the tariff plan declared by him became effective from 2 April 2025. This tariff plan, known as ‘reciperochl tariff’ or ‘mutual tariff’, is designed to impose counter -charges on countries that impose high tariffs on American exports. This has come into force to business partners around the world with immediate effect.

After taking over and taking over during his election campaign, Trump had repeatedly emphasized that he would use tariffs to strengthen the American economy and protect domestic industries. Senior Advisor in Trump Administration
Peter Navaro is working as a senior advisor to trade and manufacturing in Trump’s second administration. Navaro took the role on January 20, 2025 after Trump was elected President on December 4, 2024. Navarro is known as Intelliguel Force behind Trump’s aggressive tariff strategy. It is also said about Navaro that he is a ‘main brain’ behind the President’s protectionist trade agenda. Their influence stems from long -standing confidence in using tariffs to promote American manufacturing, reduce trade deficit, and to combat other countries, especially China improper trade practices.

PhD is done in economics
Navaro was born on 15 July 1949 in Massachusetts. He earned a PhD in Economics from Harvard University. Before entering politics, he was a professor of economics and public policy at the University of California, Irwin. During his academic career, Navaro wrote books like ‘The Coming China Wars’ (2006) and ‘Death by China’ (2011). In these books, he has criticized China’s economic policies. His idea matched with Trump’s ‘America First’ Philosophy. For this reason, Trump joined Navaro as a trade advisor during the 2016 campaign and after that he got important roles in the government.

Credit for starting a trade war with China
The credit for starting the US-China trade war in Trump’s first term (2017-2021) goes to Navaro. He was the one who insisted on tariff on Chinese goods. Navaro has been advocating to bring back the global supply chain to America. In Trump’s first term, he worked as the director of the Trade and Manufacturing Policy of the White House office. This post was specially designed for him. His influence continued in Trump’s second term, where he has been the motivational power behind tariff proposals. 25 % tariffs on steel and aluminum imports, 10 per cent tariffs on Chinese goods and mutual tariff plans on all American business partners are made by Navaro. Navaro argues that these measures are necessary for national security. They will not only create jobs but will also bring revenue.

China remained on the target of Navaro
The focus of Navaro was mainly on dealing with America’s largest economic rival China. The purpose of their trade policies is to combat China’s influence. Despite being an important global player, India, like China, Canada or Mexico, has not been the central goal of the tariff plan of Navaro. However, India has also been indirectly affected by the mutual tariffs of Navaro. For example, India imposes high tariffs on some American exports (eg, agricultural products and manufactured items), whereas in comparison, the tariff that the US usually imposed on Indian imports was less. But in the new tariff plan, Navaro has tried to remove such imbalance. However, this may have a bad effect on the US-India trade relations.

When India faced a problem
During Trump’s first term, the US-India trade arose due to the conservationist stance of Navaro. In 2018, the US imposed steel and aluminum tariffs that affected India. Due to which New Delhi imposed a counter -tariff on American goods like almonds and motorcycles. However, till now Navaro has not given any statement to target India directly nor has taken any action. China is the first concern in front of Navaro, not India. But if India’s trade policies do not match with American interests, then it can come under the target of Navaro.
