After many crowds at the tourist places of Himachal, all -round such dirt is seen. After putting garbage bins, local people, including tourists, will also have to throw garbage in it.
Transporters from outside states running commercial vehicles coming to Himachal will also have to enter Himachal with garbage bins. The pockets will have to be loosened if you do not apply garbage bins. The amount of fine will be recovered from the taxi driver, not from the tourist riding in the taxi.
