The Delhi High Court on Thursday reprimanded the Delhi Public School in Dwarka for suspending 31 students due to not paying fees. The single bench of Justice Sachin Dutta said that children cannot be threatened for not paying school fees. Such actions are equal to mental haresment and hurts the self-esteem of students.
The court said, ‘School is not just a means of earning. Its first objective is to teach children and develop moral values, not to act as a commercial interpresses. Even though the school charges fees for their services, it cannot be considered only equal to a commercial institution.
Actually, the whole matter is related to DPS in Dwarka, Delhi. On 9 May 2025, DPS had cut the names of 32 children for not paying fees. When these children reached school on 13 May, 4 mail and two female bouncers checked their ID and sent them back. Parents were not even told before sending them home.
After the Delhi High Court rebuke, DPS has withdrawn its decision to suspend 31 students. Justice Dutta has asked DPS Dwarka and parents to resolve the disputes among themselves keeping in mind the interests of children. On 15 May 2025, 102 parents filed a petition in the Delhi High Court.
Parents accused- fees increased by 50 thousand in 5 years Parents allege that DPS Dwarka has increased the fees from ₹ 1,39,630 to about ₹ 1,90,000 in the last 5 years without the approval of the Directorate of Education (DoE).
When the parents opposed it, the school fired 32 children and raised bouncers at the gate. Parents called out 32 children out of the DPS Dwarka school disregarding the orders of the court and DOE.
The matter of deploying bouncers in the investigation turned out to be correct The Education Department visited DPS Dwarka on 13 May 2025 and found that the school prevented the children from going to class and deployed bouncers at the gate. Doe ordered the school not to immediately restore the children withdrawn and not discriminate. Also asked the school to submit the report in 3 days.
Delhi government notice on increasing fees for 11 schools The Delhi government audited schools after the case of increasing fees in DPS. By April 2025, the Delhi government audited financial records of 600 private schools. On 17 April 2025, a show cause notice was issued to 11 schools in Delhi for not submitting audit reports for the last 10 years and an illegal increase in fees. These include DPS Dwarka.
These schools are accused of increasing fees for 2024-25 session. This fee was increased without the approval of DoE. Parents allege that the Delhi government’s action is slow. There are 1,677 recognized private schools in Delhi, with just 600 audit.

Delhi schools will not be able to charge arbitrary fees, bill pass to regulate fees
