The NGO Association of Democratic Reforms (ADR), who works on election reforms, has released a report on women MPs and MLAs. It has been revealed that a criminal case has been registered on 28% of the total 512 women MPs and MLAs of the country. Of these, 78 (15%) are serious allegations like murder, kidnapping.
At the same time, 17 women leaders have claimed to have billionaires (100 crore or more assets) in their electoral affidavits. These include 6 women of Lok Sabha, 3 of Rajya Sabha and 8 of the assembly. The total declared assets of 512 women MPs-MLAs are Rs 10,417 crore. On average, each one has assets worth Rs 20.34 crore.
According to the ADR report, 71% of women leaders have studied graduates or more. 24% has studied from 5th to 12th and 12 women diploma. At the same time, 64% of female MPs-MLAs are between 41 and 60 years, between 25 and 40 years between 25 and 14% between 61 and 80 years.
Criminal case against how many women leaders of which party
- BJP: 217 women MP-MLA, Case on 23%, serious matters on 11%.
- Congress: Criminal cases on 34% out of 83, serious allegations on 20%.
- TDP: Case on 65% female MLA in 20, 45% case in serious cases.
- AAP: In 13, 69% of criminal cases, 31% have been booked for serious charges.

Criminal case on 45% of the country’s MLAs, 1205 serious allegations
According to ADR report, 45% of the country’s MLAs have criminal cases registered. The ADR analyzed the electoral affidavit of 4092 out of a total of 4123 MLAs from the three union territories of the country and the three assembly.
Andhra Pradesh’s highest number of 138 (79%) MLAs in Andhra Pradesh have declared criminal cases against them, while only one out of 32 in Sikkim has declared criminal cases against him. Out of the highest number of 134 MLAs of the Telugu Desam Party (TDP), 115 (86%) have criminal cases.

He has assets worth more than Rs 931 crore. At the same time, CM Mamata Banerjee of West Bengal is the poorest with assets of Rs 15 lakh.
According to the report, in 2023-2024, where India’s per capita Net National Income (NNI) was around Rs 1 lakh 85 thousand 854, the average income of a Chief Minister was Rs 13 lakh 64 thousand 310.
This is about 7.3 times more than India’s average per capita income. The average assets of Chief Ministers of 31 states and union territories are Rs 52.59 crore, while the total assets are Rs 1,630 crore.

BJP spent ₹ 4340.47 crore in a year, 51%
The ADR released a report on 17 February 2025 regarding the donations received by national parties. According to the report, in FY 2023-24, BJP got the highest donation of Rs 4340.47 crore. At number two, the Congress received Rs 1225.12 crore.
The report said that the parties got a large part of the donation from the electoral bonds. The BJP spent a total of Rs 50.96% of its earnings i.e. Rs 2211.69 crore, while the Congress spent 83.69% of its income i.e. Rs 1025.25 crore.
AAP received Rs 22.68 crore in donations, while the party spent more than Rs 34.09 crore. BJP alone got 74.57% of the total donations received by all parties. The remaining 5 parties received 25.43% donations.
